Founded by Daniel Bryan and Eric Shuffler, the firm brings a deep understanding of the state’s political, policy, and communications landscape, along with the relationships and insight needed to move effectively within it.

Daniel Bryan

Daniel Bryan
Dan Bryan is the Managing Partner of Resolve Strategic Communications. He has founded two successful consulting firms after decades of campaigns and public service.
Before entering the private sector, Bryan was a key architect of Governor Phil Murphy’s historic 2021 re-election campaign, finishing the work he began in the Governor’s 2017 campaign. He has also held several high-profile positions in state government, including serving as the Governor’s first Press Secretary in 2018. In 2019, Daniel was promoted to Senior Advisor to the Governor for Strategic Communications. In this capacity, he helped shape the Administration’s messaging and communications strategy across all facets of state government, built key media relationships throughout state and national politics, and provided counsel on issues ranging from the state budget to major policy priorities.
Prior to his work on the 2017 gubernatorial campaign, Daniel served as Chief of Staff to Hoboken Mayor Dawn Zimmer from 2009 to 2015. Daniel grew up in Ringwood, New Jersey, and is a graduate of the University of Scranton and Don Bosco Preparatory High School in Ramsey, New Jersey.

Toral Patel
Toral Patel is a proud New Jersey native.
After graduating from Rutgers University, she began her career with the Murphy Administration in 2024, following internships in the Office of Senate Budget and Appropriations Committee Chairman Paul Sarlo, where she developed a strong foundation in state government and the legislative process.
During her time in the administration, Toral has supported a range of communications, contributing to strategic messaging and digital engagement initiatives, in the last years of the administration.
Outside of the office, Toral is an avid New Jersey Devils fan and can often be found baking something sweet to share with friends and family. She remains deeply passionate about public service and is excited to play a role in shaping the next chapter of leadership in New Jersey.
Eric Shuffler

Eric Shuffler
Eric started in government in Washington, DC on the policy side and has a long and proven history in New Jersey. He served as Chief of Staff to a United States Senator and Counselor, Chief Policy Adviser and Speechwriter to two Governors (Jim McGreevey and Dick Codey). He also served as Chief of Staff at the Department of Transportation and as the Director of the New Jersey Office of Recovery and Victim Assistance after the 9/11 terrorist attacks.
Eric has been called “a longtime New Jersey political insider with strong relationships across the state” and a “public policy expert and the veteran policy hand you are looking for” by the State’s leading political websites.
Eric has appeared on the Politickernj.com Power 100 List, is regularly recognized on Insider NJ’s Insider 100: Policymaker’s Edition, and recently was named the #5 lobbyist in New Jersey on Insider NJ’s top 100 lobbyists list.
A University of Michigan graduate (GO BLUE!), Eric also graduated cum laude from the Columbus School of Law at Catholic University where he went in the evenings while working on Capitol Hill.
Sports (Mets, Giants and all things baseball and sports biz), reading (history, sports, personal growth), mindfulness and his family are his passions.
Eric is a sports entrepreneur and serves as President and Co-Owner of the Staten Island FerryHawks, a professional minor league baseball team he helped start in 2021 along with the New York Yankees and John Catsimatidis.
He is the Chairman of the James P. Fox Memorial Fund that provides mentorships and paid public service internships to students at The College of New Jersey, Rowan University, St. Peter’s University and Kean College.
Eric also serves on the Wagner College Holocaust Center Advisory Board and is an advisory Member for Team Israel Baseball Americas.
